Resort Tax Collections Reach Record High

Bed Tax Collections Reach Record High

Thanks to improved collection methods, payment of past due accounts and an increase in tourism, resort tax collections in Manatee County for fiscal year 2010-11 set a record. The tax office reports that $7.104 million was collected for 2010-11, representing a seven percent increase from the previous record of $6.64 million set a year earlier.

The resort tax is the 5 percent assessed on homes, condos, duplex units or hotel-motel rooms that are rented for six months or less. The tax is included in the guest’s bill and then paid monthly by the accommodation or rental owner to the tax office.

Susan Sinquefield of the resort tax collections division of the Manatee County Tax Collector’s Office said collections for September 2011, the last month of the fiscal year, were $419,608, a 32.5 percent increase from the $316,626 reported in September 2010.

Manatee County Tax Collector Ken Burton said September’s increase was the ninth straight month that collections of the resort tax — often called the bed tax — have rose.

Although Manatee County tourism is up about 5 percent compared with the same month last year, Sinquefield said resort tax collections exceed that amount because investigators have been targeting property owners and rental managers who have failed to comply with the requirements and also have been collecting monies owed from past months.

In addition to better collection methods, Burton has installed a tax fraud hotline that allows someone to report a possible resort tax fraud and remain anonymous.

“The system has worked quite well and we’ve been able to collect quite a bit of past-due revenue,” Sinquefield said.

Additionally, resort tax investigators work with officials of the Manatee County Property Appraiser’s Office to target tax cheaters and homestead exemption fraud, Sinquefield said.

Anna Maria Island and the Manatee County portion of Longboat Key together bring in about 62 percent of all resort tax revenue each year, according to the annual resort tax collection figures.

For October 2011, the first month of the new budget year, Sinquefield reported resort tax collections at $348,421. That was an increase of 21.2 percent from October 2010, when $287,379 was collected.

Of the $348,421 received in October this year, 57.1 percent ($199,222) was collected from Anna Maria Island and Longboat Key combined.

In September, Island and Longboat Key collections together totaled $249,709, or 60 percent of the $419,608 total resort tax revenue.

Holmes Beach was the No. 1 municipality for resort tax revenue, collecting $108,716 in September — 25.9 percent of all collections.

In October 2011, Holmes Beach resort tax collections totaled $87,829, or 25.2 percent of all bed tax revenue.

Revenue from the resort tax is used to fund the Bradenton Area Convention and Visitors Bureau marketing budget along with beach renourishments projects on Anna Maria Island and other projects in the area. The resort tax fund is controlled by the county commission and the BACVB, Sinquefield said.

The next major Island beach renourishment project is planned for 2015-16, although some smaller renourishment projects may occur before the Islandwide event. Some renourishment is under way on Coquina Beach.

Tourism figures for September and October have not yet been released by the Bradenton Area Convention and Visitors Bureau.

Through August 2011, tourist rentals were up 5 percent when compared with the same period in 2010.

Anna Maria Island Chamber of Commerce president Mary Ann Brockman said she was confident, after seeing the bed tax increase, the number of visitors to the area surveyed by the BACVB would also show a jump when those figures are released.

Employee Appreciation Week is our way of saying thank you!

Recognition of staff is something you cannot ever do enough of. I can't tell you how many times I have listened to people complain about their jobs mainly about the higher ups not listening and the lack of recognition and care.

Early on in my years as Tax Collector the Senior Team and I sponsored an office picnic as a way to say thanks to the employees. We hosted, grilled and served our employees and their families at G.T. Bray, Coquina Beach, Mote Marine, and at even our DeSoto office one time due to inclement weather. Over time attendance dropped as the event had run its course.

Employee Recognition Week

Since 2007 the Senior Team has sponsored our Employee Appreciation Week to formally recognize the staff and thanking them for the work they do each and every day. Here's what we do:

Staff gets to dress casual for the week and we post our appreciation signs at all locations for the customers to take notice. We also send out a media release.

  • Monday - we cook and serve them breakfast at all four locations.
  • Tuesday - we present each of them with a rose (choice of 3 to 4 colors). It is truly amazing to see their eyes light up over a flower.
  • Wednesday - a pen with an appreciation slogan. One employee told me she liked her pen because it had a tiger stripe.
  • Thursday - is our annual Thanksgiving Dinner (a week before the real holiday) and we played last year's Macy's Parade video at our DeSoto office during each lunch hour.
  • Friday - my wife Shelly is an outstanding baker and she bakes hundreds of cookies for the staff. She gathers all her baskets and wraps the cookies individually for a great presentation; but it is challenging for me to transport them around the County to each office. I think my staff probably looks forward to those cookies the most.

So when you’re looking to recognize your staff, we’ve found it's the little things that matter the most; like home baked cookies!

Three Recognized for Distinguished Service by Florida Tax Collectors Association

In late September at the Florida Tax Collector's Association (FTCA) annual meeting three staff were recognized for contributed substantial volunteer efforts for the benefit of the Association.

Tony Conboy has been with the Manatee Tax Collector for 18+ years as Director of Current Collections and has served on a variety of committees and coalitions for the FTCA over the years.  He has also served as a speaker on a variety of topics at our annual meetings and at other County Tax Collectors office.  He is well known and respected among the Tax Collectors and is deserving of this recognition.

John Marble has been with the Manatee Tax Collector for 18+ years as the Director of Operations.  He is responsible for all the online and remittance processing for the vehicle, mobile home, and vessel registrations, property tax bills, and the utility bill remittance processing for Manatee County and 5 municipalities.  Because of his efforts processing customers in a timely manner, it helps reduce our wait times for our walk in customers.  We were the first Tax Collector in Florida to use RTL software in 2000 (now 15 to 20 use them) and John is active with the RTL User Group.  John will be retiring October 1, 2012.

 Susan Profant has been with the Manatee County Tax Collector since 1989 and serves as the office's paralegal.  She was recognized by the FTCA for her work on the Florida Statute Chaper 197 (Property Taxes) rewrite which was passed into law during the 2011 legislative session.  She and a select group of Tax Collector staff from around the state started in 2006 and did a complete overhaul on the entire Chapter to bring it into the 21st century.

Part Time Staff Play Major Role In Office

On Wednesday September 28, 2011 we recognized our part time staff at the Tax Collector's office.  They play a major role in our office.

Operations Part Time Staff

Operations Part Time Staff - Maggie Ford, Mavis Degelman, Greer Gambill, Supervisor Kathi Seger, Ken Burton, , Suzanne Kistler, Director John Marble, Steve Tiona, and Kim Alfonso.

Our Operations staff works very similar to a lock box facility.  After a trip to the Downtown Bradenton Post Office, even before our doors open to the public, this crew begins their day processing several thousand of pieces of mail.  The mail is opened with our mail extracters and prepared to run on our high speed remittance processor.  What can't be run on the high speed is handled manually and processed on the same day.

Since my time in office, we have encouraged our customers to use the mail or internet if at all possible so that those that have to physically come in the office can be better served and to keep  our wait time low.  Currently about 60% of our vehicle, mobile home and boat customers use the mail or internet.

This group has the daunting task of greeting the public when they arrive and help get them pointed into the right direction.  They also help complete the driver license process for our customers by handing the new driver license to them.  When I look at this picture I think, "multitaskers"…and why I am in the picture?  This job got a lot tougher when the Real ID Act kicked in on Jan 1, 2010 and again when our office assumed full service driver license functions on April 1, 2011.

Suzanne who also works for us in Operations stepped up when we took on the new driver licenses duties on April 1, 2001 by becoming a road test examiner.  Tanya is another cross departmental employee from Financial Services and works with Kris with the Tourist Development Tax Collection process.

Tanya handles all of our accounts payable and has cross trained in other areas of our Financial Services Department.

Sixteen Employees Reach 5 to 30 Year Milestone!

I Forgot I Had This!!!

Leroy Selmon

I got a call from my former Executive Assistant Bette Rickey last night reminding me of the Leroy Selmon football that I had in my office.  I had completely forgotten about it and with Selmon's recent passing I now have something very special. 

Bette's son Lee Winter and I go way back to our Palmetto High School days in the late 1970's.  We both played receiver on the football team and without a doubt he was the better one.  Lee went on to graduate from USF and settled in Tampa where he has been active in real estate and is a big time USF almuni.  Lee called one day needing some help with real estate locally so he, former staff member Ray Williams, and I went to lunch.  Sometime later a box showed up from Lee in the mail with a thank you note to Ray and I for the time.  In the box was a Bucs commerative helmet with Ray's name on it  and a football with my name on it both signed by Lee Roy Selmon.  Lee and Lee Roy had become good friends through the alumni association.

I still remember going to see Selmon play in the Big Sombrero back in the early days of the Bucs and the 79 season when they almost made it to the Super Bowl just a year after they lost their first 26 games.

We all should be grateful that Selmon stayed in Tampa Bay area after his playing days were over and continued to make an impact in our community.  He will be missed!
