What is the Electronic Temporary Registration (ETR) system?
The ETR system allows dealerships to print a temporary plate/registration and electronically report the issuance to the Department of Motor Vehicles on site at the time of sale. It also provides the dealer a means for reporting the transfer of a current/physical metal plate and issuing a "temporary" registration. Once reported, the registration information is immediately available for law enforcement inquiry.

Are dealers required to use the ETR system?
Yes; pursuant to F.S. 320.131 and 320.0609, dealers are required to electronically report the issuance of a temporary plate or the transfer of a current/physical metal plate using the ETR system at the time of sale.

How do dealers comply with ETR requirements? New!
Dealers have three options:

  1. Sign up with a 3rd party vendor. This most convenient option will allow the dealer to: (a) print a temporary plate when the customer does not have a plate to transfer or their plate is expired/unavailable, or (b) transfer a current/physical metal plate and issue a "temporary" registration. Both options then allow the dealer up to 30 days to visit our office and complete the title transfer and official registration.
  2. Drop off the paperwork at our DeSoto office. There is a 2-business day turnaround (not including the date you drop it off) and your work will be available for pickup after 4PM on the 2nd business day.
  3. 3. Take a number and wait with the general public at our DeSoto Office. If you elect this option, you will be required to present all of the following for each vehicle, and the number of transactions that you can process may be limited per day. (The cost per transaction is $7.50.)


    1. Invoice listing the new vehicle/purchaser details OR an HSMV 83091
    2. Dealer license # and PIN #
    3. Copy of each purchaser's identification
    4. Proof of insurance for the new vehicle

When can a dealer use pre-printed (old style) temporary plates?
Only dealers who are signed up with a 3rd party vendor may purchase and use pre-printed (old style) temporary plates when the ETR system is unavailable. All of the following must be provided to the Dealer Department or the DMV Regional Office to purchase them:

  • Affidavit to prove the dealer is signed up with a 3rd party vendor
  • Form HSMV 83090 signed by an authorized dealer agent
  • If the person picking up the temporary plates is not the person listed on the dealer license, a letter on business letterhead, which specifies who is authorized to pick up the temporary plates would be required. (This letter is for your protection.)

Pre-printed (old style) temporary plates are sold in lots of 5. The cost is $2.00 for each plate plus a $5.00 service charge (per lot).
