Mopeds and Motor Scooters

A moped is defined as a vehicle with pedals, having a seat or saddle, designed to travel on not more than three wheels, with a motor rated not in excess of 2 brake horsepower, and an automatic drive system not capable of speeds greater than 30MPH. If an internal combustion engine is used, it must not exceed 50CC. Mopeds are only registered, not titled.

  • Manufacturer's Certificate of Origin with full chain of ownership.
  • Identification (Business or Individual)
  • Power of Attorney if applicant is not present
  • Scooter make & manufacturer, importer or distributor must be listed on the State's approved listing.
  • If sales tax was collected, submit an invoice along with the dealer's sales tax number.
    • VIN verification, if applicable.

Note: Scooters meet the Florida statutory guidelines for a motorcycle. If it is already titled, visit our Florida or out-of-state title transfer pages for instructions. Proof of insurance is not required for motorcycles.
