In Florida, County Tax Collectors register and title all boats as agent of the the Florida Department of Highway Safety & Motor Vehicles. All boats with motors must be titled, registered, and issued a decal, which must be affixed to the PORT side of the boat.

What is an MSO?
A Manufacturer's Statement of Origin. It is considered a "birth certificate" for a new boat that has never been titled before. The MSO must be submitted as proof of ownership with the application for Florida title.

What is a Homemade boat?
A boat assembled from a manufacturer's kit or constructed from an unfinished manufactured hull shall be considered to be a homemade boat, provided such a boat is not required to have a hull identification number assigned by the United States Coast Guard.
